New Deputy appointed
VIRGIL ANZEL SEAFIELD has been appointed deputy director-general: Labour Policy and Industrial Relations (LP andamp; IR) in the Department of Labour with effect from 1 July. Seafield replaces Les Kettledas, who went into retirement last year. Before assuming the position the incumbent was chief director: Statutory and Advocacy Services in the Department of Labour.
Seafield (53) was also previously director: Labour Relations and Employment Standards – where he was responsible for strategy formulation in regard to the establishment of plans of action on minimum wages and conditions of employment for industry(ies); managing the Child Labour Programme of Action and its implementation among others. The newly-appointed deputy director-ge-neral obtained BA and BEd degrees at the University of the Western Cape. He also obtained his Master’s in Business Administration (MBA) from the University of Pretoria in 2004. He completed a thesis into the implementation of the Employment Equity Act.
Seafield has represented the department in a number of international organs in particular at the International Labour Organisation conferences, and in a number of workshops and seminars. Among his successes in the department is that he has been instrumental in the establishment of the provident fund in vulnerable sectors such as private and contract cleaning.
